Observation

It was determined that two children were served lactose-free milk during meal times. The program had recently joined the food program. USDA Food Program regulations state that in order to claim the meal for reimbursement, a child must be served milk or an alternative substitute. The center had not recieved a completed food plan or Individual Care Plan from the family to determine what milk substitute to serve.
